Homelessness and Medicaid Use: The Impact of Housing and Services
The NJ Department of Community Affairs and Monarch Housing Associates will share findings from the Rutgers State Health Policy study on the impact that moving homeless individuals into affordable housing with services can have on lowering Medicaid spending. The project and the findings demonstrate the critical importance of engaging research institutions, key state agencies and planners working to end homelessness. The partners will share what they have learned to date.

“Dr. Emmy Tiderington is an Assistant Professor in the School of Social Work and Associate Faculty at the Institute for Health, Health Care Policy, and Aging Research at Rutgers. She is also a licensed social worker with extensive direct practice experience in housing and case management services for individuals with serious mental illness. Her research focuses on the implementation and effectiveness of supportive housing and other forms of homeless services as a means to end homelessness and improve outcomes for service recipients. Specifically, she has examined the individual, organizational, and macro-systemic barriers to “street-level” policy implementation of person-centered care, harm reduction, and the management of risk and recovery in supportive housing.

Janel Winter is the Director of the Division of Housing and Community Resources at the NJ Department of Community Affairs. She oversees the statewide public housing authority, which administers one of the largest Housing Choice Voucher programs in the country, as well as a variety of homelessness prevention, anti-poverty and community development programs. Prior to joining DCA, Janel led the Office of Housing at the NJ Department of Human Services and served as Associate Director for New Jersey at CSH.

Telesford Kelly joined Monarch Housing Associates in March of 2006. She has experience in housing development working with federal, state and local funding sources to secure financing for special needs housing projects. In October of 2007, Taiisa joined the Ending Homelessness Team where she works with local governments, non-profits and community stakeholders to develop coordinated strategies to end homelessness. She works with community stakeholders on homeless planning activities. She guides communities through the process of developing 10-year plans to end homelessness and has completed 3 community plans in the past 2 years.
